新能源汽车电池和含电产品出口的关键,不是把货物“寄出去”,而是让产品、包装、运输文件和目的国要求彼此一致。合规应在报价和出货前确认,而不是交给货代临时处理。

1. 先做产品和运输分类

“新能源汽车零部件”并不是一个足够具体的运输分类。电池单体、电池包、带电控制器、含电附件、样品和损坏电池,可能对应不同的包装、申报和承运条件。出口前至少准备产品名称、化学体系、额定能量或容量、净重、包装方式、是否装在设备内以及是否存在损坏或召回情形。

产品类型出货前应核验
电芯/电池包电池类型、能量参数、UN 38.3 测试状态、包装和承运限制。
含电设备电池是否安装在设备中、如何防止意外启动和短路。
电附件是否含电池、磁性材料、液体或其他受运输限制的物质。
损坏/召回电池不要按普通货物处理,先进行风险评估并咨询合规承运方。

2. UN 38.3 和 Test Summary 为什么重要

美国 PHMSA 的锂电池运输说明指出,运输中的锂电池须符合《联合国试验和标准手册》第 38.3 节的设计测试要求,并且制造商需要在适用情形下提供标准化测试摘要。对外贸采购商而言,这意味着不能只接受“有证书”的口头说明,应向供应商索取与具体电池型号对应的测试摘要和可追溯信息。

  • UN 38.3 Test Summary(如适用)
  • 包装与端子防短路说明

3. 包装、标签和运输方式要一起确认

同一款电池,通过海运、陆运或空运时,承运人和目的国可能提出不同要求。包装需要考虑端子保护、内部固定、外箱强度、隔离材料和标签信息。不要先按普通汽车零件报价,等货代发现电池属性后再临时改包装;这会带来延迟、费用变化和退运风险。

出口商和买家还要明确谁负责危险品申报、承运人确认、运输文件、保险和目的国清关。不同国家和不同运输方式的规则可能变化,本文提供的是采购沟通框架,不替代专业危险品运输机构或目的国主管部门的最新要求。

4. 用一张合规矩阵管理跨境项目

对于多型号、多目的国项目,建议建立一张“型号—运输方式—目的国—文件—责任人—有效期”矩阵。每次型号变更、包装变更、材料变更或运输方式变更,都重新确认相关文件。这样可以让销售、工程、仓储、货代和客户使用同一份状态表。

5. 外贸合同中应明确的交付事项

合同和订单中应明确产品描述、包装标准、文件交付时间、贸易术语、风险转移、保险、清关责任以及异常处理。ICC 的 Incoterms® 2020 规则可以帮助双方分配成本、风险和义务,但不能替代危险品运输法规、产品法规或完整销售合同。

The key to exporting EV batteries and battery-powered products is not simply moving the cargo. Product classification, packaging, transport documents and destination-market requirements must agree before shipment. 1. Classify the product and transport scenario first

“EV component” is not a sufficient transport classification. Cells, packs, battery-powered controllers, accessories, samples and damaged or recalled batteries can trigger different packing, declaration and carrier conditions. At minimum, prepare the product name, chemistry, rated energy or capacity, net weight, packing method, whether the battery is installed in equipment, and whether the product is damaged or recalled.

2. Why UN 38.3 and the Test Summary matter

The U.S. PHMSA guidance states that lithium cells and batteries offered for transport must meet the design tests in Section 38.3 of the UN Manual of Tests and Criteria. It also explains that standardized test summary documents provide traceability for applicable battery designs. For buyers, this means a verbal “certificate available” is not enough. Request a Test Summary linked to the exact battery model and traceable product information.

3. Confirm packaging, labels and transport together

A battery may face different requirements by air, ocean or road transport. Packaging should address terminal protection, internal fixation, outer-carton strength, separation materials and labels. Do not quote an EV battery as ordinary automotive cargo and wait for the forwarder to discover the battery classification. That creates avoidable delays, cost changes and return risk.

The exporter and buyer should also agree who is responsible for dangerous-goods declarations, carrier approval, transport documents, insurance and destination customs clearance. Requirements vary by jurisdiction and transport mode; this article is a sourcing framework, not a substitute for current advice from a qualified dangerous-goods professional or authority.

4. Use a compliance matrix for multi-country projects

For projects with multiple models and destinations, create a matrix covering model, transport mode, destination, required documents, owner and expiry/review date. Recheck it when the model, package, material or transport mode changes. This gives sales, engineering, warehouse, forwarder and buyer one shared status view.

5. Clarify delivery responsibilities in the contract

The order should define product description, packing standard, document delivery timing, trade term, risk transfer, insurance, customs responsibilities and exception handling. Incoterms® 2020 can help allocate costs, risks and obligations, but it does not replace dangerous-goods rules, product regulations or a complete sales contract.
